Toro OEM 127 3391 Height of Cut (HOC) Transport Latch/Lock Handle is Installed Between the Two (HOC) Selection Plate and Installed with a 116-4313 Spacer and 114-4681 Flange Bolt Running through the Installation Whole as well as 130-0734 on Each Side of the Transport Latch Handle. The Main Purpose of 127 3391 is to Latch the Mower Deck into the Transport Position While Operating the Mower Without Mowing. This is Fulfilled by Lifting the Mower High Enough that the Latch Falls into the Cut-Out Slots in the Mower Deck (HOC) Link.
